As has become the norm since the introduction of the National Minimum in 1999, the end of March sees the result of the Low Pay Commission?s research and employment law in the UK will see a change in October.
The topic of employment and jobs is nearing the top of the agenda with recent statistics showing that unemployment in the UK has risen to 2.68 million, nearly 8.4% and youth unemployment accounts for a huge portion of these figures ? 1.04 million.
Every year [link widoczny dla zalogowanych] a study is carried out by an independent body to see whether the National Minimum Wage figure needs to be altered [link widoczny dla zalogowanych] to bring it in line with the current climate. Last year, all sections saw an increase, a decision contested by some because they believed it to be an error ? [link widoczny dla zalogowanych] making it even harder for unskilled young workers to find jobs because their new employers would be out of pocket so would therefore choose to employ a more highly skilled worker.
This month it was announced that although the National Minimum Wage will [link widoczny dla zalogowanych] rise for those aged 21 or over to ?6.19 (an 11p increase) but will be frozen for those aged 20 or under. The freeze was welcomed by the labour party and the [link widoczny dla zalogowanych] trade unions, but concern is for the 1.8% rise for the adult wage as they claim it would ?add significantly to the cost of doing business?.
Vince Cable announced the changes (or lack of) to the National Minimum Wage earlier this week and said that they had been based on the Low [link widoczny dla zalogowanych] Pay Commission?s recommendations which aimed to strike a balance between pay and jobs.
One Liberal Democrat minister commented that the decision to freeze the rate for under 21s had been a difficult one, because they know how difficult times are but at the same time it would have been the wrong [link widoczny dla zalogowanych] decision if it ultimately [link widoczny dla zalogowanych] meant that finding a job would be even harder than it is currently.
There are of course, those who see the other point of view [link widoczny dla zalogowanych] and the government?s decision has seen some backlash from their opposition. Vince Cable?s shadow business minister Ian Murray felt that the government should start focussing on policies to kick start youth employment rather than cutting their wages. The general secretary of the Trades Union Congress, Brendan Barber, has commented that there is no actual evidence that the an increase in the minimum wage has had an adverse effect on jobs ? meaning that there is no reason to deny these people a [link widoczny dla zalogowanych] pay rise.
The other side of the coin also argues that this decision by the government does nothing to boost spending ? by squeezing the budget of the poorest, customer demand will never increase.
It is the first time since the introduction in 1999 that the youth minimum wage has not seen [link widoczny dla zalogowanych] an increase.
